Sample Proposal for Webconferencing

Executive Summary

Imagine a higher academic institution where information and training are readily available for sharing and easily accessible through videoconferencing facilities.  Imagine a place that provides leadership for educational enrichment at all age levels through distance education, on-line learning, and the production and distribution of instructional video series meeting needs of students, staff, educators, and administrators around the world.  This proposal outlines the steps that UVW XYZ Bible Institute (XYZ) must take to become part of this information infrastructure in the world of higher learning in the 21st century.  To meet the challenge of the future, XYZ is requesting a one-time grant totaling $65,000 to invest videoconferencing laboratory.

 

The commitment of XYZ is to model application of telecommunications technology instruction in Christian education and higher academic institution.  XYZ invites private foundations to invest in the establishment of the teleconferencing laboratory at XYZ as a tool to provide biblical training to students both locally and globally.  XYZ will use videoconferencing to provide distance education and conduct meeting from a distance.  Students, studying to be ministers, will also be able to take oral examination for Christian certification such as ordination.  Videoconferencing technology will conveniently demonstrate the cost-effectiveness realized by appropriate deployment of this increasingly widespread technology for educators and educational agencies alike.

 

Introduction

XYZ was formed in the spring of 1994, through the merger of two young and vigorously growing schools.  Founded in 1988 and 1990, respectively, Gethsemane Bible Institute and Trinity Bible Institute each sprang from a vision of an independent Pentecostal-Charismatic Bible college for Houston.  After making each other’s acquaintance, the two schools decided to pool their resources to this end.  In 1998, XYZ celebrated the completion of eight years of providing Christian, post-secondary professional education in northwest Houston, near the corner of Perry Road and FM-1960.  Plans are being made for a move to a more central location.

 

Currently, the XYZ offers the four-year degrees in Christian Ministry Major with five emphasis in Pastoral Ministry, English Bible, Biblical Psychology and Counseling, Church Music, and Christian Education.  The school is progressing toward the goal of full accreditation, and has recently earned provisional accreditation from the International Christian Accrediting Association.  Although XYZ is a very young school, it has graduated productive Christian leaders who have impacted the lives of people locally and internationally.  XYZ students have served as pastors and missionaries in North America, Central America, Europe and Africa.

 

Statement of Needs

Students deserve more educational opportunities and training

From videoconferencing facilities XYZ will be able to form partnership with other Christian college to offer more advanced biblical courses and training to our students.  These courses normally would not be available to students due to the lack of teacher.  Videoconferencing will provide affordable instruction from other Christian colleges and schools.  Similarly, XYZ will be able to provide training to other students from another schools.  Students will enjoy more courses taught by experienced teachers at a low per student cost.  Students will enjoy the experience of interactive technology and greater course selection from outside educational agencies.

 

Staff Development

Videoconferencing facilities will allow school personnel to receive distance education and training for personal development and to meet the number of clock hour requirements to keep their teaching credentials current.  Furthermore, school administrators will be able to conduct meetings from a distance reducing expenditures of time and money for travel.  This means more time and funds will be devoted to other needs.

 

Far-reaching Impact

The proposed videoconferencing project is itself a model encouraging others to emulate the successful strategies that this venture will develop.  Thus, its ultimate impact will extend far beyond the scope of activities proposed for funding.

 

The potential range of partnerships among educational organizations, non-profit agencies, and others who could benefit from this project is almost unlimited, because nearly all contemporary organizations have needs for communication that could be met via multimedia videoconferencing.

 

Project Goals and Objectives

This project helps fulfill several goals of XYZ by responding directly to achievement of the following aims:

1.        This project is readily replicable elsewhere, and in fact is forecast to be emulated by many other organizations of the cost-effectiveness it provides for meeting and training.

2.        This project will serve to impart knowledge and skills as it meets a demonstrated need for staff training and conference services.

3.        The proposed project promotes effective use of the telecommunications infrastructure by demonstrating at widespread locations the value and quality associated with current technology.

4.        The proposed project will inform educators, students, and academic institutions about the application of advanced technologies by providing model sites where this technology may be used, inspected, and observed. 

 

The first objective is for XYZ to join with 12 other Christian and non-profit educational agencies to provide training for staff and students.  This includes 500 hours of training per year for distance education.  These training and activities will be recorded in activities log, signed in, and participant clockhours.  The second objective of this project is to provide 12 advanced courses for students around the country. 

 

Through our supplementary services, we provide medical care, orthopedic aids, and training for 99,000 orthopedic, polio, and leprosy patients.  We extend nurturing support to 12,900 mentally disabled and multi-handicapped people as we provide counseling through our Loving Support Network.

 

Project Description

Conduct Research and Experimentation

Following successful testing of the newly acquired videoconferencing technology, the first year will be devoted to research and experimentation with varied formats, a range of multimedia tools, and networking designs for conference events.  Project manager will make a special effort to vary the schedules and types of activities for participants, integrate documents within videoconferences for collaborative review to facilitate the project’s replication elsewhere as successful implementation is demonstrated.  At the conclusion of the proposed project, a detailed report of its results and recommendations will be published in print and on our website for the benefit of interested schools.

 

Cross-Disciplinary Teamwork and Training

The proposed project will help to build a sense of teamwork among all staff because of its cross-disciplinary nature.  Project activities also will build teamwork among staff from other educational agencies.  This teamwork will set a foundation and establish a climate that will preserve the integrity of the project design and will help to assure success of the videoconferencing service.  Staff training and development will be significantly facilitated when compressed videoconferencing equipment becomes available.  First, all appropriate personnel will be trained to utilize the conference facilities then those who will be workshop presenters and meeting leaders will hone their skills to adapt their techniques to the advantages of the video medium.  Finally, the circle of trained users will be widened to encompass visitors to our demonstration sites who will be able to operate most of the equipment by themselves after a reasonable period of training and experience, without assistance from professional engineering staff.

 

Professional Development

Today the State of Texas faces the challenge of training and staff development, which cannot be achieved rapidly and cost-effectively through in-service events, presented in traditional settings.  The proposed videoconferencing project represents a promising two-fold strategy that exhibits technology at work while simultaneously training teachers and staff in basic skills for utilization of the technology being demonstrated.  Videoconferencing technology will help to move educators and staff toward familiarity and comfort with telecommunications through demonstration and application of videoconferencing, exposing them to a broad array of instructional opportunities that are impossible to deliver to their students by any other cost-effective means.

 

Live Interactive Network Classroom

The videoconferencing laboratory will be used as an alternative to costly, time-consuming face-to-face teaching and live interactive classroom sections.  The videoconferencing equipment described will enable XYZ and PCS to offer facilities for long-distance interactive work groups in the education field, whose members can work together simultaneously at several locations utilizing a variety of media sources.  Videoconferencing will enable academic institutions to provide courses through regional education networks as well as compressed video sites.  In addition, videoconferencing will enable XYZ and Christian schools and college to receive training courses from other educational institutions through the live interactive network classroom.

 

 

Administrative Meetings

Virtually every education-related association needs to conduct board meetings, conferences of its members, seminars, and workshops on specialized topics.  Whether dealing with management of a crisis situation or introducing a new initiative, convenient access to videoconferencing facilities could incorporate multimedia capabilities to assure the education community timely delivery of information while minimizing travel time and expense for resource persons and participants. 

   

Project Management and Evaluation

Project Management

Primarily XYZ staff, who will direct the training and recruiting of volunteers, students, and staff to provide Christian education and services, will manage the project.  Our staff will also coordinate training activities and staff development, and maintain regular communications with key project participants.  Key staff includes: John D. Strategies For Evaluation

The evaluation strategy for the proposed project includes qualitative observation and focus group techniques as well as quantitative analyses based upon coded observation data and survey data.  Early in the project’s formation, the goal of data collection for the evaluation (i.e., observation and focus groups) will be to identify and document communication problems that could potentially be resolved through the use of videoconferencing technology.  As the project evolves, the new technology will be characterized in terms of the quality and quantity of the contacts made available, and the populations that benefit from the project.  From this point until the completion of the project, the evaluator will also survey the perceptions and expectations of the relevant users regarding videoconferencing and the project itself.

The financial audit of XYZ for the fiscal year ending 1997 is prepared in accordance with generally accepted auditing standards and included in this proposal.
